    Swachh Bharat Mission – Gramin

    Swachh Bharat Mission (Rural) is a centrally sponsored ambitious scheme being implemented under the Ministry of Drinking Water and Sanitation.

    History of the Scheme

    To create awareness about sanitation in rural areas, the central government launched a sanitation-based campaign in 1986. From 2003-04, the central government started a nationwide sanitation campaign. On April 1, 2012, this campaign was renamed as Nirmal Bharat Abhiyan. On October 2, 2014, its name was changed to Swachh Bharat Mission (Rural).

    Incentive Grant for Individual Toilets

    Under the Nirmal Bharat Abhiyan, an incentive of Rs. 4600/- was provided for families below the poverty line. Under the Swachh Bharat Mission, the incentive grant was increased to Rs. 12000/-, with a 60:40 ratio of central and state contribution.

    • Prevention of open defecation.
    • Increasing awareness about sanitation.

    Awards

    Maharashtra state has won several national awards under the Swachh Bharat Mission:

    • Quality Council of India Report 2016-17: Inclusion of Sindhudurg, Satara, Kolhapur, Ratnagiri, and Thane districts.
    • Swachhata Darpan 2016-17 Award: Sindhudurg, Satara, Kolhapur, Sangli, and Wardha.
    • Swachh Sundar Toilet Competition 2019: Maharashtra state ranked third.

    Measures Related to COVID-19

    In the context of the COVID-19 pandemic, sanitation practices were emphasized. Changes were made to the sanitation workers’ procedures, and guidelines were provided for supplying sanitation materials.

    Swachh Bharat Mission (Rural) Phase-2

    In 2020, the central government launched the second phase of the Swachh Bharat Mission. This phase focuses on solid waste and wastewater management.

    Sant Gadgebaba Grama Swachhta Abhiyan

    The main objective of the rural sanitation program is to improve the health standards of the rural population suffering from diseases caused by polluted water, unhygienic surroundings, and lack of personal hygiene. The government is striving to improve the health standards and quality of life in rural areas. Effective participation of rural citizens in the program is necessary, and they should be made to realize the importance of the program so that their enthusiastic participation can be ensured. From the year 2000-01, Sant Gadgebaba Grama Swachhta Abhiyan has been implementing the ‘Rashtrasant Tukdoji Maharaj Clean Village Competition’. Additionally, from the year 2002-03, a scheme to award special prizes to Gram Panchayats for outstanding work in sanitation and rural development has been introduced at the taluka, district, divisional, and state levels.

    To ensure transparency, simplicity, and broader participation, the guidelines of the Sant Gadgebaba Grama Swachhta Abhiyan were revised by the government with the issuance of a government order on April 25, 2018, and subsequent amendments in the government order issued on July 23, 2019.
